Compliance Map

The State Water Resources Control Board tracks 127 groundwater basins for compliance with the Sustainable Groundwater Management Act. SGMA has several deadlines that local agencies must meet. Missed deadlines will result in possible probationary status and intervention by the State Water Board. Groundwater Sustainability Agencies may be formed and Groundwater Sustainability Plans may be submitted and approved before the deadline.

SB 13 went into effect January 2016 to change how GSAs can form. The compliance map reflects the percentage of GSA coverage within basins in accordance with SB 13. View GSA boundaries on the GSA Interactive Map.


June 30, 2017 – Formation of Groundwater Sustainability Agency for entire basin, or several agencies that cover the entire basin.

Jan. 1, 2020 – Basins of high or medium priority in critical conditions of overdraft must have approved Groundwater Sustainability Plan

Jan. 1, 2022 – All other high and medium priority basins must have approved Groundwater Sustainability Plan.

Using the Map:

- Click on a groundwater or adjudicated basin to view available information.

- Zoom in and out by using the plus, minus and home buttons in the upper left corner of the map.

- If multiple basins are selected all results can be viewed by using the arrows in the upper right corner of the popup window. The basin pertaining to the popup window will highlight when viewing its information.

- If using Internet Explorer please allow some time for the map to load. The map is best viewed using Mozilla Firefox or Google Chrome.
